Bike paths and canals

The Grand Valley Project is a massive public works project that includes the Grand Valley Diversion Dam, a powerplant, two pumping plants, two mainline canals totaling 90 miles (the Highline Canal and Grand Valley Canal), 166 miles of laterals, and 113 miles of drains. This entire irrigation system is 100% owned by the federal government through the Bureau of Reclamation and is leased to various irrigation companies which operate as non-profit businesses. These are not privately owned canals. They were built using public tax dollars and thus the people own them. We have a right to have access to them. We the people own the canals, not the irrigation companies and thus they have no right to restrict public access to our property.
