More streetlights, sidewalks needed

It should be a state law that all urban streets have sidewalks and streetlights. I understand that many urban areas used to at one time be out in the rural countryside where things like sidewalks and streetlights weren't particularly necessary. However, there should be some kind of statewide statute or regulation that requires local governments (city, county and state) to build these amenities when the residents per square mile reaches a certain number. I don't know what number this threshold should be, I'm not an expert, but I do know that way too many urban areas all across the state are in dire need of sidewalks and streetlights. This is not just a Grand Valley problem. It's an everywhere problem. These regulations should impact not only main arterial roads but also older housing developments that were built without sidewalks and street lighting. We can't have people, but especially children, walking in the street or in the muddy dirt shoulder. Therefore cities, counties or the state should be required by law to install sidewalks and streetlights. Yes, I know these things cost money but what price are you willing to place on public safety?
